DEVELOPMENT BEGINS WELL IN ADVANCE OF AN OWNER’S COMMITMENT TO A PROJECT. HDB Advisors (“HDBA”) sources project opportunities, assessing feasibility across a range of criteria. It directs teams of widely respected professional consultants, general contractors, attorneys, bankers, brokers and more, including equity and strategic partners. HDBA manages the performance of market analysis; planning, design and engineering; cost and cash flow analysis; pre-leasing; capital funding; public infrastructure scoping & funding; deal structuring; project and financial feasibility analysis; entitlement; economic impact; environmental impact; and marketing, advertising and special events.
HDBA also evaluates political and community environments as they may influence a project, as well as requirements for specialized expertise. Strategic alliances and partners can enhance the likelihood of controlling exclusive rights to projects, mitigate risk, and increase returns to owners and investors.
Concurrently while working through predevelopment milestones, HDBA structures, negotiates and documents multifaceted transactions, making certain business and financial terms satisfy project, owner/investor and multiple stakeholder requirements. However, there are times when it is appropriate to pull the plug – sooner, not later. It is at this level of judgment where HDBA excels.

In addition to private sector participants, Mr. DeBlanc’s work has involved solicitation and coordination of public officials, public agencies, redevelopment authorities, branches of local, state and federal government, and the US Navy.
